There seems to be some confusion about the Parish Council’s position with regard to the provision of a disabled swing at the Village Hall Play Park. Posts on Facebook state that the Parish Council has blocked this. This is not true.The Play Park is managed and controlled by the Village Hall Committee. The Parish Council’s only involvement relates to financial assistance, when appropriate, to the Village Hall Committee. The Parish Council has been asked to provide financial support towards a support swing for the benefit of a young adult who is over the age at which children are normally allowed to use the play equipment. The support swing would not be an additional piece of equipment but would have to replace an existing flat swing resulting in a reduction in equipment for other children. This matter was further discussed last night when it was suggested that the Parish Council should purchase this item through its own accounts as the Council is able to reclaim VAT. After consideration, we decided that we could not agree to this as such a scheme might be seen as constructed simply to avoid tax properly payable and could be interpreted as a fraud on the Revenue. This meant that the Parish Council would have to make a grant of the money. Parish Councils are not empowered and are expressly forbidden to give money to individuals but can make grants to village organisations such as the Village Hall and Playing Fields Committee. We ask that applications are made on a form that is available on our website or from the Parish Clerk. We were told that the Village Hall and Playing Fields Committee were enquiring into the cost of installation of the support swing and we decided to delay our decision until we were informed on the full cost of the piece of equipment.We also regret that a comment made by an individual Councillor during the meeting appears to have been taken out of context and misunderstood. No Councillor opposes the raffles and fundraising activities of Liz Coles and the Salt and Light community. Many people in the village have benefited from Liz’s hard work over the last two difficult years and the Parish Council recognises that contribution that she has made to our community. At out meeting a member of the Council simply asked if Liz was aware of the legal requirements needed to run raffles. This was not in any way meant as a criticism.
