News From the Parish CouncilParish Councillors, County Councillor Roger Jackson and members of Lowdham Flag held a meeting with the Environment Agency over Teams on 1st March. Some progress has been made with regard to the Recovery Works that are due to take place on the Playing Fields and which will provide some additional flood protection in the short term. A contract has now been issued to consultants for the final design of the works and letters have been sent to affected householders on the left side of the beck to request access to their back gardens for surveys to take place. Subject to survey, the EA intend to build a Marshall block wall along the left bank and to strengthen the wall at the bridge by the Magna Charter. The football pitch will be skimmed to produce a lower but level surface and the spill weir by Brookside will be re-profiled to assist water entering the water storage area when the beck is about to overtop. It is hoped that the works will start in May and will be completed in the summer. This will cause some inconvenience and we hope that residents will bear with this. The preparatory work for the main flood alleviation scheme is proceeding and is on track for work to commence in June next year.Most of you know that the Parish Council is the legal owner of the playing fields and the land where the village hall and bowling clubs are built but this is administered by the Village Hall and Playing Fields Committee under the terms of a Deed of Trust. The land was conveyed to the Parish and different times and those parts that were initially acquired had been granted village green status. The land comprising the cricket pitch was obtained later and no application for village green status was made. This was a cause of concern when the original roundabout proposals were published and trees and land abutting the roundabout were under threat of Compulsory Purchase and, so, the Parish Council applied for the remaining area of the playing fields to be declared a village green. We understand that there have been no objections to our application and the cricket pitch area will be so designated.The Parish Council and Flag have also been working together in respect of issues highlighted by the grant of planning permission for the development of four dwellings at 10 Epperstone Road. The permission required the developer to submit details of the means of foul drainage and surface water disposal to NSDC and obtain the council’s approval before commencing work. It was also stipulated that the developer would submit details of a Sustainable Urban Drainage System for approval. Unfortunately, the development was started before these issues were resolved and NSDC planning have now ordered the builder to stop further work until matters are resolved. Residents will be aware of a longstanding problem with flooding near to The Priors and it is a matter of concern that the new development could exacerbate the situation unless appropriate measures are taken. The Parish Council and Flag are now in the process of making representations to NSDC Planning in the hope that we can secure changes to local policy planning with regard to requirements for flood risk mitigation that go above those in the National Planning Policy Framework. At our meeting on 4th March, Councillor Jackson confirmed that some of the flicker boards are to be removed from the roundabout. He also told us that negotiations are continuing between NSDC and Network Rail with regard to the provision of a carpark at Lowdham Station. Network Rail may be prepared to sell land that could provide parking for some thirty four cars. This is, however, still at a very early stage of negotiation. Roger informed us that the government has allocated an additional £8.2m to NCC for the repair of potholes. He reminded us that the “My Notts” App can be used to quickly report and submit a photograph of a pothole. Also, you can zoom into the pothole on the map and see if it is already reported.The new surface has now been installed at the Multi Use Games Area and it will be available for tennis and other sports once the current lockdown limitations have been lifted – after 29th March at the earliest.There have been a number of complaints about dog excrement that is not being picked up by owners. The Parish Council decided to ask NSDC to send Community Enforcement Officers to patrol the worst areas. Could dog owners please use the bins provided by the Parish Council and show some consideration for residents using pavements and the playing fields?We also asked Trevor, our caretaker and man of all work, to carry out some repair work on the benches that are maintained by the Parish Council. As usual, he is doing a very good job.Finally, NSDC Councillor, Tim Wendels was not able to attend our meeting due to ill health – we wish him a speedy recovery.

With regard to the appeal against refusal of planning permission, here is a copy of the text of the letter sent to the Parish Council. The Secretary of State will have all the previous comments but there is no reason why people cannot add to them or amend them. There is no reason why people who have not previously commented are stopped from doing so now.I am writing to let you know that an appeal relating to the above site has been made to the Secretary of State. The appeal follows the Refusal of a planning application.The appeal will be determined on the basis of written representations. Following concerns expressed by residents about the flicker boards on the roundabout, we asked VIa to carry out a safety assessment. This is the result –"Firstly, I would like to give you some background as to why the ‘flicker boards’ were erected. An alarmingly high level of reported injury collisions, involving cyclists, had been noted at this roundabout. Ninety percent of the collisions that have occurred at this roundabout involved a pedal cyclist. Whilst roundabouts traditionally pose problems for two wheelers historically this location has a concerning concentration of cycle collisions, so action was required. The proposed future enlargement of this roundabout was already being designed. However, on noting this cycle collision pattern the design was amended to include a Toucan crossing, for cyclists and pedestrians, on the A6097 dual carriageway. Despite these proposed improvements it was felt interim measures also needed to be taken. As a result, the ‘flicker board’ and ‘think bike’ signs were proposed. It was felt the inexpensive costs could be justified especially as the signs could be re-used either on the new roundabout or at another location. The predominant collision pattern involves vehicles pulling out and hitting a cyclist who is riding around the edge of the roundabout. The flicker boards are designed to highlight the cyclist as they ride in front of the striped board. i.e. the cyclist flickers. In erecting these ‘flicker boards’ it was anticipated they would obscure the visibility in a similar way to the chevron signs that are erected on the central island of roundabouts. As a result, numerous Engineers were involved checking the visibility. The arrangement was crudely mocked up as can be seen from the attached site photo taken on the 20-11-20. What you can see from this along with the ‘vegetation removal plan’ is that there was already substantial foliage on the central roundabout. All the engineers involved in the process concluded that whilst the flicker boards would obscure the visibility it would only be of the same magnitude as the existing vegetation being removed. Clearly the ‘flicker boards’ are more obvious and visually intrusive than the former vegetation, so the obscured visibility is now more apparent. The flicker boards may be higher than the former vegetation but there is now a visual gap beneath the posts that was not available when the bushes were in place. Notwithstanding this we accept your complaint that the visibility is obscured. We could continue to argue our case that the visibility obstruction is no worse than before. However, we have conceded to carry out a modification. We will reduce both of the flicker board assemblies by one panel. This will offer an improvement to the visibility but still retain some safety benefit for the cyclists. Over the longer term the proposed enlarged roundabout, possibly with the flicker boards/think bike signs if they prove successful, with the added toucan crossing is on the horizon. Sadly, we cannot give you a definite date for the enlarged roundabout construction which may suffer delay for any number of reasons. Therefore, we felt the ‘flicker boards’ and ‘think bike signs’ should be installed."

Residents will remember that there has been two planning applications to develop the former Victoria Nursing Home into flats. the Parish Council objected to the applications because insufficient parking spaces were provided for residents and this would mean that some occupiers of the flats would park on Station Road. In normal times many people park on Station Road, Gunthorpe Road and Caythorpe Road to travel on trains and the bus into Nottingham and also to visit the Railway Inn. We feared that the development of the flats would make the existing situation worse. The Parish Council has now been formally notified that the developer has appealed to the Secretary of State. Those local residents who objected to the original applications may wish to make written representations to the Secretary of State
